should the question ever arise.
It is unfortunate that the Gov. has told
the Jap. Consul that the matter will be referred
to the Commission. He is singularly unfortuna te
in his dealings with Foreign representatives.
It may be that in view of par. 3 of the desp. F.O.
may consider it necessary to go to the Commis- ;
sion, and our letter to them should touch on this
aspect of the matter.

With reference to your despatch
No. 337 of the 18th. ultimo, I have the honour to state
that according to the records of Imports and Exports
Office some refined sugar was imported into Hongkong in
1908 from Japan and in 1910 some brown sugar, Japan having
only declared to give a bounty on "candied" sugar.

No sugar has been imported into
Hongkong from Pormose and in this connection I forward for
your consideration the enclosed correspondence and I shall
be glad to learn with reference to Mr. Punatsu's letter of
the 21st. instant what views the Permanent Commission held
as to the grant by Government of the "cost of necessary
seeds and a part of the expenses for manure"
. This may
constitute a bounty especially as certain "export duties"
